WFP currently implements its Country Strategic Plan (CSP) 2023-2026 in line with the UN Sustainable Development Cooperation Framework (UNSDCF) for the same period, pursuing a strategic shift from direct implementation towards strengthening national and subnational capacities to deliver food security and nutrition outcomes.

WFP supports achievement of SDGs 2 (Zero Hunger) and 17 (Partnerships for the Goals), and operates across the whole country through a network of field offices in Bokhtar, Gharm, Khorog, and Khujand complementing the country office in Dushanbe.

WFP''s programme portfolio covers emergency preparedness and response, resilience and livelihoods, nutrition, and school meals.

Across these areas, WFP is placing greater emphasis on anticipatory action, shock-responsive social protection, evidence generation, and support to national systems for risk-informed planning and response.

As WFP Tajikistan transitions to its next CSP for 2027-2030, it is further positioning itself as a technical and operational partner to the Government, with a stronger focus on nationally led solutions and earlier action ahead of crises.

Within the WFP programme unit, 2 interlinked teams are engaged in programme implementation, one of them encompassing: social protection, school-based programming, nutrition, and fortification; among each of these activity areas, strong coordination is required.

Within this outcome group, the position of Nutritionist, NOA, will serve as activity manager for all aspects of the WFP nutrition portfolio, inclusive of nutrition specific and sensitive programmes and through ensuring nutrition integration across all operations.

This position is based in Dushanbe, Tajikistan and reports to the Integrated Social Protection Activity Manager. The starting monthly salary for this position is 2, 191 USD.

• The incumbent''s responsibilities include: 1. External Cooperation
• Support coordination with relevant government stakeholders and partners by contributing technical inputs to nutrition-related plans and interventions, ensuring alignment with national priorities and WFP guidance.
• Assist in conducting context-specific analyses and assessments, in collaboration with partners, to inform programme design and ensure effective targeting of nutritionally vulnerable populations.
• Support engagement with government entities, development partners, NGOs, and private sector actors to strengthen collaboration on nutrition, including within social protection, school meals, health, and food systems.
• Contribute to the implementation of Social and Behavior Change (SBC) activities by supporting the development of materials, tools, and approaches to improve dietary practices.
• Provide specialized expertise and contribute towards the development of “state of the art” SBC strategy, activities, plans and processes, that centre the lives of beneficiaries, families, and communities, to support achievement of all CSPs objectives.
• Support generation and utilization of behavioural research data (qualitative and quantitative) and evidence to inform program design, quality improvement, monitoring, evaluation, and reporting.

This includes drafting of research TORs, plans and protocols, supporting data collection, data analysis and report writing.

• Work closely with WFP''s procurement department, to support the tendering and contracting process for external creative, technical or implementing partners including drafting TORs and specifications and serving on review committees.

Manage day-to-day relationships with contractors including providing timely feedback, quality control, coordination of activities and ensuring compliance with all WFP policies and procedures.

• Provide specialized SBC support to field offices and supporting units within WFP, to ensure all activities are performed in an efficient and well-coordinated manner, following WFP''s policies, guidelines, and procedures and in accordance to agreed standards and deadlines.
• Foster external relationships and partnership-building with local partners, UN agencies, NGOs, and government institutions to support high quality SBC programming.

Draft presentations or materials on WFP''s SBC approach and contribute to resource mobilization efforts.

• Strengthen the capacity of WFP colleagues, cooperating partners, and national government on SBC theory and best practices, including providing SBC-related advice, guidance, and training.
• Attend meetings with the UN and other multilateral bodies and NGOs, sharing information and inputs from WFP to ensure that WFP''s SBC work is properly understood and considered in decision making to support the achievement of outcomes.
• Engage with GHQ and other country office teams to ensure existing SBC activities involve state of the art programming at all stages, including design, implementation and monitoring of interventions and to share lessons from the CO''s SBC activities.
• Document the learning of SBC programme implementation, facilitate internal and external discussions on findings and recommendations, and proactively lead actions for programme improvements.
• 2. Project Management and Implementation
• Contribute to the development of nutrition projects, activities, and plans, ensuring alignment with WFP nutrition policies and programme guidance.
• Provide project management support to defined nutrition activities, ensuring coordination with other programme areas and compliance with WFP standards and procedures.
• Support the integration of nutrition (including SBC and fortification) into programme activities across relevant strategic outcomes, in coordination with programme teams.
• Assist in monitoring programme implementation by supporting data collection, tracking progress indicators, and ensuring adherence to agreed plans and quality standards.
• Compile and analyse data to contribute to timely and accurate reporting on programme performance and nutrition integration.
• Support monitoring of ongoing activities through follow-up actions, field visits, and coordination with partners, and flag risks or implementation challenges to supervisors.
• Contribute to maintaining programme documentation, records, and reporting systems in line with corporate requirements (e. g., COMET, internal trackers).
• Provide inputs to concept notes, proposals, and donor reporting as required.
• 3. Capacity Development
• Support the capacity building of WFP staff, partners, and government counterparts on nutrition approaches, including SBC and basic fortification concepts, through training materials and learning initiatives.
• Assist in the development and adaptation of tools, guidelines, and training materials to support programme implementation.
• Provide day-to-day guidance to support staff and act as a point of reference for routine technical queries.
• Contribute to knowledge-sharing by documenting lessons learned and best practices from programme implementation.
• 4. Coordination and Internal Support
• Liaise with internal stakeholders (programme units, supply chain, M&E, field offices) to support coordinated implementation of nutrition-related activities.
• Support the organization of meetings, workshops, and coordination platforms to facilitate information sharing and collaboration.
• Assist in ensuring that cross-cutting priorities such as gender, protection, and inclusion are considered in programme activities.
• 5. Cross-Cutting and Other
• Support emergency preparedness and response activities as required, ensuring nutrition considerations are incorporated into relevant interventions.
• Contribute to ensuring proper filing and information management systems are maintained for programme documentation.
• Perform other related duties as required to support programme implementation and reporting.
• Support resource mobilization efforts through development of concept notes and proposals to enhance the nutrition portfolio;
• Any other duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED

Education

Advanced university degree in public health, nutrition, food technology, food sciences, medicine or other relevant field, or first university degree with additional years of relevant work experience.

Experience, Knowledge & Skills

• At least 1 year of professional work experience in public health/ food security/ nutrition related activities;
• Experience and exposure to implementation of national/international development programmes, with some understanding of emergency contexts;
• Experience identifying and defining nutrition issues/problems within a country and integration of nutrition across systems and programmes;
• Worked within large teams with varied areas of expertise in the delivery of nutrition projects;
• Has provided substantial input into functional practices and policies, preferably in the areas of nutrition, public health and/or social protection;
• Collaborated with a diverse array of humanitarian actors, including governments, NGOs, UN agencies, civil society, etc.

Languages

Fluency in English, as well as Tajik and/or Russian is required.
