Summary Of Role
The resource will be assigned within the technical-commercial department and will support tendering and proposal activities for electrical substations, including MV/HV equipment, auxiliary systems, civil interfaces and related balance of plant.
The candidate will be responsible for analysing customer RFQs, technical specifications and drawings, preparing technical clarifications, defining the estimating scope and developing accurate and competitive cost evaluations for substation projects.
At least 3 years’ experience in technical tendering, cost estimation, proposal engineering or engineering support for electrical substations, power infrastructure or similar EPC projects is preferred.
Strong commitment to transversal activities is mandatory, including the coordination of tender task forces and the ability to guide Engineering, R&D, Procurement, Sales, Supply Chain and external partners on the actions required to develop a complete and consistent substation proposal.
The candidate will collect and evaluate suppliers’ and subcontractors’ quotations, including civil works and installation-related scopes, perform technical-commercial alignment and identify cost optimization opportunities while ensuring that any technical change or additional item is correctly assessed in terms of cost, schedule, civil interfaces, electrical interfaces and overall project impact.
Principal Job Responsibilities And Activities
The candidate will:
- Receive and review Customer RFQs, tender documents, technical specifications, drawings, schedules and scope of work for substation projects
- Identify Customer needs, technical requirements, contractual constraints and missing information requiring clarification
- Coordinate dedicated tender task forces for substation opportunities, assigning actions, setting priorities, monitoring progress and ensuring alignment among all involved functions
- Provide clear technical and commercial instructions to Engineering and R&D teams on how to proceed during tender development, including required analyses, design inputs, technical clarifications and cost assumptions
- Analyse single line diagrams, layouts, equipment lists, protection and control requirements, auxiliary systems and civil interfaces relevant to the estimating scope
- Define the technical solution and estimate basis, including assumptions, exclusions, scope split and interfaces with customer, civil works, installation and commissioning activities
- Prepare material take-offs and cost estimates for main substation equipment, including transformers, switchgear, circuit breakers, disconnectors, instrument transformers, protection panels, control systems, auxiliary transformers, cables, earthing, steel structures and related accessories
- Estimate engineering, project management, procurement, testing, supervision, commissioning and other project-related workloads
- Request, compare and technically align supplier and subcontractor quotations in coordination with Supply Chain and Engineering
- Interface with suppliers and subcontractors, including civil works providers, to clarify scope, interfaces, technical requirements, quantities, construction constraints and cost impacts
- Prepare cost breakdowns, bid summaries, technical clarifications, deviations, exclusions and supporting documentation for tender approval
- Identify technical and commercial risks, cost drivers, schedule impacts and value engineering opportunities
- Assess the impact of scope changes or additional items by understanding how one modification may affect civil works, electrical works, layout, equipment sizing, installation, testing, commissioning, schedule and total project cost
- Support internal bid reviews and handover activities to project execution teams after award
- Participate in customer meetings, pre-bid clarifications and technical-commercial discussions when required
Education and Qualifications
- University Degree in Electrical Engineering, Energy Engineering or equivalent technical experience in substation or power infrastructure projects
- MS Office, Word, Excel and PowerPoint.
- SAP, AutoCAD, MS Project/Primavera, estimating tools and power system analysis software are preferential qualifications
- Technical background in MV/HV substations, power systems, electrical infrastructure or EPC tendering
- Knowledge of single line diagrams, substation layouts, equipment lists, technical specifications and bill of quantities
- Knowledge of MV/HV equipment such as transformers, switchgear, circuit breakers, disconnectors, instrument transformers, protection and control panels, auxiliary systems, cables, earthing systems and steel structures
- Experience in cost estimation, material take-offs, supplier quotation analysis and tender documentation for substation or power infrastructure projects
- Ability to coordinate multidisciplinary tender teams and to translate customer requirements into clear instructions for Engineering, R&D, Procurement and external suppliers
- Previous experience as technical coordinator or technical lead for public tenders related to HV/MV substation projects is strongly preferred
- Capability to evaluate the technical and economic consequences of scope changes, additional equipment or design modifications, including impacts on civil works, electrical interfaces, installation activities and project schedule
- Knowledge of international standards and utility requirements applicable to electrical substations is preferred
- Minimum 3 years in similar positions
